PLATTE RIVER RECOVERY IMPLEMENTATION PROGRAM <br />Attachment 5 <br />Section 11 <br />Reference Materials for Water Plan <br />May 23, 2005 <br />Unlike all other attachments to the Program Document, Attachment 5, Section 11 has not been <br />made a part of the Program Document by the Governance Committee. This attachment is <br />provided for information only. Section 11 contains three types of informational material: <br />(1) FWS Definitions and Recommendations Regarding Instream Flows and Opstudy Model <br />Appendix A was prepared by the FWS, not the Governance Committee. It documents the <br />opinions and positions of FWS during the negotiations that led to the Program and it describes <br />the FWS Instream Flow Recommendations referenced in the Program, which will be subject to <br />Adaptive Management (See Section III.E of the Program Document). The Governance <br />Committee members reserve the right to object to the FWS conclusions reflected herein. <br />Appendix B was also prepared by the FWS, not the Governance Committee. It describes the <br />various uses of the Opstudy model by the FWS in evaluating Program water projects. <br />(2) Opstudy Assumptions Regarding Water Operations for Diversions at the Keystone Diversion <br />Dam and Central District Supply Canal <br />Appendix C was jointly developed by the Districts and the EIS Team to provide reasonable <br />assumptions for hydrologic modeling and analysis of diversions at the Keystone Diversion Dam <br />and Central District Supply Canal for analysis in the EIS and biological opinion. <br />(3) Water Management Committee Subgroup Products <br />Appendices D, E, F, and G reflect the work of a broader group than solely FWS and are intended <br />to serve as initial guidelines for implementing Program activities. The assessments and methods <br />described therein are subject to review and revision by the Governance Committee throughout <br />the First Increment as experience is gained during Program implementation.
