The Northeast could be <br />colder than usual, Wolter said. <br />Heavy mountain snowfall <br />could help reservoirs replenish <br />or stay full. But a dry and windy <br />spring on the Front Range and <br />plains could dry out soil and <br />challenge crops, a scenario that <br />could spark early calls for water, <br />said Andy Pineda, a senior water <br />resources engineer at the North- <br />ern Colorado Water Conservan- <br />cy District, the state's lazgest <br />supplier of agricuitural water. <br />"We certainly care about <br />plains moisture because of soIl <br />moisture;" Pineda said. "If we're <br />getting some snows or rains, <br />that's helpful because growers <br />will have some water to start <br />with.
