Budget Request
May 17, 2004
Platte River Governance Committee
1) Fall 2005 Whooping Crane Monitoring - A whooping crane monitoring protocol has
been developed to be implemented on a seasonal basis throughout the remaining
Cooperative Agreement period and Program to develop a long-term data set on whooping
crane use of the central Platte River. The estimated budget for this monitoring effort has
been included in the ongoing CA budget analysis which the Finance Committee has
reviewed. The estimated budget for implementing the written whooping crane
monitoring protocol in fal12005 is $77,000.
2) Adaptive Management Advisors - The Governance Committee previously funded
five adaptive management experts with experience in implementing adaptive
management on large scale projects to assist the Governance Committee at two technical
meetings, one workshop, as well as conference calls and reviews of the draft IMRP/AMP.
The scope for these five individual has been expanded to assist the Adaptive
Management Working Group in completing the Adaptive Management Plan. This will
include two individuals assisting in four technical meetings, all advisors assisting in
reviewing information, and all advisors attending a final workshop. The estimated
budget for this additional work is $46,000.
3) USGS Stream Gage at Cottonwood Ranch - The Technical Committee met on
February 15-16, 2005. One of the items discussed and agreed upon was the
recommendation to continue funding the existing USGS stream gage at NPPD's
Cottonwood Ranch. The full funding for this gage operation was estimated to be
approximately $14,000. The TC asked that a decision on funding the gage be delayed
until the USGS and NPPD investigated cooperative arrangements in which the USGS
could fund part of the gage operation. The USGS and NPPD have reviewed this
possibility and found that the USGS can fund 49% of the operation. The CA portion of
the gage operation, which would be reimbursed to NPPD, would be approximately
$7,040.
