PLATTE RIVER ENDANGERED SPECIES RECOVERY TRANSITION PLAN
Status: At the Governance Committee Meeting Apri16, 2005, Dale Strickland and Larry
Schulz were directed to prepare for a workshop on June 7, 2005. Since the agenda for
June 6& 7 appears very full, it does not appear adequate time will be available to discuss
the plan in detail. Ai3ditional work has been done on the plan initially presented and the
data is attached for information.
Challenges: More in.put from the Governance Committee is needed to properly frame a
plan for transition. Z'he overriding issue is a statement of what the Governance
Committee envisions to be in place on October 1, 2006. The attached projections assume
the Program leadershLip would be ready to "hit the ground running" on that date. This
would include:
Program Agreement and Cooperative Agreement approved and signed by the
Partners
Financial Maaiagement Entity under contract and prepared to function,
Land Interest Holding Entity on board or identified and nearing contract,
Program Exec;utive Director hired and working at least 90 days prior to Program
start, and
Facilities iden.tified and secured to house Director and Staff.
Program Governance Committee established and operating
Program Subcommittees established and operating
Trigger Decisions: There aze some critical events and decisions which must occur prior
to any transition actions, including
1. Budget Adoption,
2. Program Al;reemerit, and
3. Record of L)ecision.
Also, closely related are:
4. Cost sharin€; agreement,
5. Program authorization, and
6. Program Cooperative Agreement.
Focus of Transition Planning: If the image presented above is consistent with the
Governance Committf;e's expectations, the transition plan can be further developed
consistent with the attached charts. There are some questions:
Do you anticipate the :Financial Management entity to follow the current arrangement-
joint agreement to malce contributions; authorize contracts, and direct payments'?
Will the current Cooperative Agreement be extended through September of 2006?
Could Program Activiily be occurring before October of 2006?
