<br />PLATTE RIVER ENDANGERED SPECIES RECOVERY TRANSITION PLAN <br />Status: At the Governance Committee Meeting Apri16, 2005, Dale Strickland and Larry <br />Schulz were directed to prepare for a workshop on June 7, 2005. Since the agenda for <br />June 6& 7 appears very full, it does not appear adequate time will be available to discuss <br />the plan in detail. Ai3ditional work has been done on the plan initially presented and the <br />data is attached for information. <br />Challenges: More in.put from the Governance Committee is needed to properly frame a <br />plan for transition. Z'he overriding issue is a statement of what the Governance <br />Committee envisions to be in place on October 1, 2006. The attached projections assume <br />the Program leadershLip would be ready to "hit the ground running" on that date. This <br />would include: <br />Program Agreement and Cooperative Agreement approved and signed by the <br />Partners <br />Financial Maaiagement Entity under contract and prepared to function, <br />Land Interest Holding Entity on board or identified and nearing contract, <br />Program Exec;utive Director hired and working at least 90 days prior to Program <br />start, and <br />Facilities iden.tified and secured to house Director and Staff. <br />Program Governance Committee established and operating <br />Program Subcommittees established and operating <br />Trigger Decisions: There aze some critical events and decisions which must occur prior <br />to any transition actions, including <br />1. Budget Adoption, <br />2. Program Al;reemerit, and <br />3. Record of L)ecision. <br />Also, closely related are: <br />4. Cost sharin€; agreement, <br />5. Program authorization, and <br />6. Program Cooperative Agreement. <br />Focus of Transition Planning: If the image presented above is consistent with the <br />Governance Committf;e's expectations, the transition plan can be further developed <br />consistent with the attached charts. There are some questions: <br />Do you anticipate the :Financial Management entity to follow the current arrangement- <br />joint agreement to malce contributions; authorize contracts, and direct payments'? <br />Will the current Cooperative Agreement be extended through September of 2006? <br />Could Program Activiily be occurring before October of 2006?
