Extension Considerations: In view of the current situation the Governance Committee approves <br />extending the Cooperative Agreement until October l, 2006. Approval of this extension <br />includes agreement by the Governance Committee on Colarado's ESA 5ection 7 Consultation <br />interim mitigation measures for certain specified depletions in Colorado that may occur prior to <br />Program initiation. A description of these mitigation measures was approved by members of the <br />Governance Committee on December 9, 2003. <br />Funding: The goal of the Governance Committee has been to work within existing funds <br />available for developing the Program through the Cooperative Agreement. This goal does not <br />address any costs related directly to the preparation of the EIS or Biological Opinion. It is <br />estimated that Governance Committee expenditures from 1997 through December 2005 will total <br />$3.9 M. At this level of expenditure, and given the original funding set aside for Governance <br />Committee activities, plus interest from the Nebraska Community Foundation, plus the <br />additional funds provided by the Signatories in 2003, a balance of approximately $170,000 <br />remains available at the end of 2005. This amount is insufficient to continue Cooperative <br />Agreement activities through September 30, 2006. The Governance Committee estimates that an <br />additional $237,420 will be required for that purpose. The three states and the Department of the <br />Interior agree to provide those additional funds in the following proportions: DOI - 65.79% <br />($156,199); Colorado - 15.79% ($37,489); Wyoming - 7.89% ($18,732); and Nebraska - <br />10.53% ($25,000). The estimated budget for the extension period is attached. <br />Extension Activities: Specific milestones were identified in the 1997 Cooperative Agreement <br />and in the December 15, 2000 Cooperative Agreement Extension document. This extension <br />does not establish any additional milestones. Activities to be conducted during this extension <br />include completion of all Program materials currently underway pursuant to the 1997 <br />Cooperative Agreement and 2000 Extension milestones, issuance of the Record of Decision, and <br />Program authorization. <br />October 27, 2005 Platte River Cooperative Agreement Extension 2
