<br />I vvill be unable to attend today's meetirg concei°ning the
<br />environmental account at Ogallala. 1 hat?e put kogether tne tollowing
<br />thoughts abaut use of water in the account in rhe year 2000. I am
<br />hoping that .Paui Tebbel will bring tl-iese to the meeting with him.
<br />1) High water is projected for the entire year, but weather conditio.ls
<br />cvuld change and there is still apossibility that tilere could be shortages
<br />£or wxld.lite paxti.cuJ.arly late i.n the season. Fctix this r.easor.it, the Sexvzce
<br />should be conservative about early releases of water.

<br />peak flows in june or eaxly July in the 7,000 ta 10,000 cfs range. If
<br />snoNvxne.lt occurs earlier, releases should a?,-,o be made earlier in oxder
<br />to coincide with the "natural" peak. T:te 7,000-10,000 rlow level is
<br />below flood stage in the central Platte. Tlle idea should be an attempt
<br />to make a pulse event oves a 15 to 30 d.a.y pexiod, yvi.th a 7-10 day zxsing
<br />leg, a 5-6 day peak, and a%-10 day declinxng leg (5eE fxguxe). Howe^ve.z,
