Other comments on the draft EA AOP included: <br />- Provide better distinction between flows and pulse flows. <br />- Describe carry-over water and it's importance. <br />- Consider setting species priorities for a given water year (e.g., prioritize tern and plovers in <br />2000 because high flows in recent years have adversely affected their reproductive habitat). <br />- Consider taking a conservative approach with EA water in the 2000 water year so there will be <br />carry-over in case the 2001 water year is dry. Could look at predictions of reservoir fill in the <br />spring to determine if a conservative operations plan should be followed. <br />- Consider setting biological goals for a given water year. <br />- Carry-over should get it's own section in the table pages 3 and 4. Should determine if carry- <br />over is a priority and provide justification accordingly. <br />- Central's diversions should be removed from graph (Figure 1). <br />- Should display projections by water year. <br />- Augment information provided in projections graph (Figure 1) by include a table of shortages <br />and excesses. Explain how you can have excesses and shortages in the same time period. <br />- Include a graph showing long-term flows. <br />EAC members can provide additional comments on the draft EA AOP to Whitmore by January <br />21. After receiving comments, she will final the EA AOP and send it to EAC members. She <br />will also provide courtesy copies to the Technical Committee and the Governance Committee. <br />The EAC agreed that, although the EA Manager should consider all comments, it's the FWS's <br />prerogative to decide what will ultimately go into the final EA AOP. <br />Pulse Flow Shaping <br />Whitmore explained that Central has predicted that Lake McConaughy will fill during March and <br />April. She indicated that she will be working with the District's to develop a pulse flow shaping <br />plan and, if a fill does occur, to implement the plan. She would eventually like to develop <br />generic guidelines for development of pulse flow shaping plans. She will coordinate efforts with <br />the EAC. <br />Next Meetina <br />The joint EAC/RCC meeting originally scheduled for Apri126, 2000 has been rescheduled for <br />April 19, 2000 at the Eagle Viewing Facility at Lake McConaughy. District, BOR, EA, and <br />South Platte projections and operations will be reviewed and coordinated at that time. <br />3
