United States Department of the Interior ??4fe
co,
FISH AND WILDLIFE SERVICE
Ecological Services ?nseNdp??@P
Nebraska Field Office d?
203 West Second Street
Grand Island, Nebraska 68801
U"@w!R 0 8 2006
Date: March 6, 2000 WA a?oN , M
an%Me MOR..?O
To: Environmental Account Committee Members
From: Sharon Whitmore
Environmental Account Manager
Subject: 2000 Water Year Environmental Account Annual Operating Plan
Attached is the subject plan. I've had this completed for a while and apologize for not getting it
out sooner. I appreciate the comments received and have incorporated the majority of them. I
also adjusted the release priorities somewhat to try and encompass the committee's input from
the last meeting. I believe they now reflect a good compromise of the various recommendations
received. As of the end of January, EA contents were 114,989 af. To date, I have not called for any EA
releases as flow targets continue to be met. We'll be tracking hydrologic conditions in the basin
in March and April for opportunities to possibly augment runoff events in May and June to
improve the magnitude, 30-day duration, or both. I am also coordinating with Central on their
operations during some planned maintenance activities. Maintenance at J-2 could result in a
decrease in flows below targets in March or April. If warranted and viable, we may try to use EA
releases to compensate for those decreases. I'm patiently awaiting the day when I can actually
release some EA water!
At the last EAC meeting, people indicated they would like me to send copies of draft EA AOP
comments. Because many of the comments were provided as notes in the margins of the two
draft plans andlor editorial in nature, I've decided to provide them to members upon request. I'll
give you a brief summary of the written comments I've received, however, to help you decide if
you'd like to request copies.
o CNPPID - Mark Peyton provided comments (editorial and release recommendations)
on Oct. 29 draft via email message (z 1.5 pages); Mike Drain provided comments
(editorial and release recommendations) on Jan. 9 draft via email memo (z 3.5 pages)
o NPPD - John Shadle provided comments (mostly editorial/one release
recommendation) on Oct. 29 draft via memo with comments written on the draft; John
Shadle et al. provided comments (editorial and release recommendations) on Jan. 9 draft
via comments written on the draft
