- Develop thorough outreach component to inform ditch operators, irrigators,
communities, DOT, land managers, etc. priar to planned activities.
- Add "triggers," which would identify conditions such as when the test would be
abandoned and what factors would indicate the test would be done.
- Do the test in conjunction with increased S. Platte flows (i.e., augmentation as opposed
to creation).
- Add expectations/anticipated outcome.
- Consider trying to create/augment on a larger scale since the proposed pulse may be to
small to have much effect on the habitat/species.
- Look at past pulse events for indications of how an augmented/created pulse test might
work.
Whitmore said that no decision had been made to try a pulse test this spring. She indicated she
wanted to give everyone the opportunity to provide input and do ample coordination/outreach
with all parties prior to using the EA to do something like this. She asked for comments on the
draft pulse flow test proposal by May 1 st.
Future Meetings
The two committees were in support of having at least two in-person meetings per year, in the
fall and spring. A suggestion was made to review and discuss relevant Technical Committee
protocols at a future meeting.
