insure adequate volume is available for other purposes if EA contributions are at a minimum
during the non-irrigation season. With the anticipation of dry hydrologic conditions in the 2002
water year, less EA volume at the onset of the imgation season, and several priority EA needs,
EA water may be in short supply by September. As the water year progresses, hydrologic
conditions, EA releases, and EA volume will be closely monitored to determine how much water
can or should be retained for Carried Over purposes. If, for example, EA water is used to
facilitate a beneficial pulse flow in spring of 2002, the need for Carry Over water for a 2003
spring pulse may not be as important. On the other hand, if EA water is only used for summer
flow augmentation and continued long-term dry conditions are anticipated, Carry-Over may be
given a higher priority for pulse flow use in 2003.
Water Year 2002 EA AOP 8 January 7, 2002
