insure adequate volume is available for other purposes if EA contributions are at a minimum <br />during the non-irrigation season. With the anticipation of dry hydrologic conditions in the 2002 <br />water year, less EA volume at the onset of the imgation season, and several priority EA needs, <br />EA water may be in short supply by September. As the water year progresses, hydrologic <br />conditions, EA releases, and EA volume will be closely monitored to determine how much water <br />can or should be retained for Carried Over purposes. If, for example, EA water is used to <br />facilitate a beneficial pulse flow in spring of 2002, the need for Carry Over water for a 2003 <br />spring pulse may not be as important. On the other hand, if EA water is only used for summer <br />flow augmentation and continued long-term dry conditions are anticipated, Carry-Over may be <br />given a higher priority for pulse flow use in 2003. <br />Water Year 2002 EA AOP 8 January 7, 2002
