a ' <br />Whitmore will work with a small group, consisting of Kwapnioski, Kerkman, Hayden, <br />Tim Randall, and Don Anderson to refine the draft proposal and investigate the potential <br />for using the EA to facilitate late season pulses in conjunction with local precipitation. <br />Jenniges (and Peyton via Kerkman) asked how the Service prioritizes one time period <br />over another in determining when to use EA water. For example, why haven't we been <br />releasing EA water during whooping crane migration when flows have been well below <br />the targets? Whitmore explained that there is only enough water in the EA to partially <br />reduce shortages during a few of the target flow periods. Even though flows have been <br />below our target flows during whooping crane spring migration, there has been some <br />water in the river during those times. The Service has prioritized summer flow <br />augmentation during the past two years because, without the EA augmentation, flows <br />would be at or below critical levels for the fish community. Jenniges conveyed that a <br />decision tree, describing how those priority decisions are made, would be nice. <br />Whitmore indicated she would consider how to include something of that nature in future <br />EA AOPs. <br />Rodney provided a handout of temperature and precipitation outlooks and discussed <br />current and predicted conditions with the group. <br />The next meeting was tentatively scheduled for November 13, 2002. <br />Meeting adjourned. <br />4
