Table 3. Release Guidelines for the Environmental Account for the Water Year 2003 (The nvo ulse ow eriods are shaded)
March 23 - May 10* 2,400 whooping crane, fish community, piping Medium With similar 2002 gains during this time
2,400 plover, least tern, sandhill crane period, projected flows indicate dry targets will
1,700 not be met. A medium priority will be given to
maintaining adequate base flows during this
period for spring migrarion. Also see
comments for Feb./Mar Period.
May 1'- June 30' " 10-year running The principal affected resources are river and High See commmts for Feb. 16, i6farch 15 Period.
average af 30-day riparian wetland processes such as
exceedance for 3,400 maintaining channel morphology; sediment
cfs, and 3-day supply; sandbar formation; nutrient cycling;
exceedance of 8,300- backwater habibts; groundwater recharge;
10,500 cfs and behavioral cues for fish spawning;
reproduction, movement, and redistnbution.
May 11 - Sept 15* 1,200 fish community, least tern Medium Based on 2002 condirions, extreme shortages
1,200 will occur during the majority of this period.
800 Tentative plans are to augment low flows
during the plover and tem nesting season (June
1 to August 15) to maintain a forage base of
macroinvertebrates and fish. Final plans to
augment during this time period will be based
primarily on an early spring fish survey and
presence/absence of birds.
Sept 16 - Sept 30 1,000 fish community Low Based on 2002 condirions, projections indicate
1,000 dry year flow targets will not be met. Because
600 EA water is limited and tems and plovers have
migrated out of the area by this time, a lower
priority is given. If hydrological conditions
improve, this time period typically experiences
lower ambient temperatures and decreasing
irrigarion demand which results in improved
river condirions for the fish community.
Water Year 2003 EA AOP 11 January 30, 2003
