GKAND ISLAND 10002 <br />DNRMEMO <br />October 21, 2003 <br />TO: Roger Patterson <br />FROM; Brian Dunnigan <br />SUBJECT: North Platte River Flood Stage at North Plattc, NR <br />This meino updates my activities as they relate to the above-referenced subject. The flood stage <br />at North Platte was lowered by the National Weather Service (NWS) from 6.0' to 5.7' on <br />September 9, 2002. Bascd on my conversations with a number of people it appcars there may be <br />feasible mitigation options that would allow the N'WS to raise the flood stage at North Platte <br />back to 6.0'. <br />DNR is currently working with the City of North Platte and their consultant, Kizlcham Michael <br />Consulting Engineers, on a Flovd Mitigation Plan. This plannin.g effort is being conducted under <br />the Federal Emergency Management Agency's Flood Mitigatioa Assistance Program. The plan <br />was started in January 2001 and is scheduled to be completed in the spring of 2004. The plan <br />will identify flood'vng problems in the city and propose flood damage reduction strategi.es. <br />A.itliough tl-iis plan is unrelated to the flood stage issue at North Platte, it could provide a <br />mechanism to further identify causes of flooding in the azea upstream of Highway 83 and suggest mitigation options. SeIma Kessler, Kirkam Michael Consulting Ensineers, is checking <br />tv see if the current Scope of Wozk for the Flood Mitigation Plan is adequate to look at this area <br />in more detail, or if additional funding will be necessary_ <br />After reviewing the rcport "Preliminary Evaluuiion of C'hannel Capacity in the Nvrth-Pjutte <br />River at North Platte, Nehraska" preparcd by Gary L. Lewis and Eric Roerish, it was decided <br />that a meeting should be scheduled with the staff at the NWS office in North Platte to discuss <br />their methodology in setting the flood stage: <br />On September 9, 2003, I met with Drian Hirsch, Kenny Robcrg, and DebrFi Blondin of the <br />NationaI Weather Service - North Platte. Also in attendance were Fra.nk'Kwapnioski, Nebraska <br />Public Power District, and Selma Kessler of Kirkham Micha.el Consulting Engineers. <br />Brian Hirsch explained the National Weather Service's position on establishing ilood stagcs. ric <br />said that the flood stage is set to proteet the lives and property oflandowners. At the elevation <br />when a landowncr is impacted by floodwaters thc NWS establishes that elevation as the flood <br />stage (flood sta.ge = impact level). <br />e1nhmrJanVineerin&4:na+%
