If it does <br />not, then it seems more a question of how results of temperature analysis should be incorporated <br />in river managment. <br />Other General Comments <br />The final format might include principle investigators, justification, objectives, detailed methods <br />or procedures, study area, descriptive work schedule, expected products, and literature. <br />Throughout the proposal, use the word "will' in place of the word "should,"•and be affirmative in <br />what this project will do, how it will be done, and the purposes of the demonstration will be. <br />Introduction Section <br />Latter part of the first paralzraph. I dont understand the rationale of a 3-year period. Would not <br />the Program and Technical/Science committee be immediately involved at the program signing <br />and implementation? <br />Para2raph 3: We need to explicitly describe the measures and the time frames of restoration so it <br />is clear how the monitoring protocols relate to those specific mange actions and time frame. As <br />indicated below, the relationship and rationale of Coop Agreement monitoring to NPPD's <br />actions and monitoring responsibilities under FERC are essential and should be clarified. <br />Paragraph 4. Explain that the District's monitoring plan per se does not include protocols, but <br />that the Districts in the process of developing the protocols to implement their monitoring plan. <br />Explain how the monitoring carried out with Cooperative Agreement funds differ. <br />Last sentence, parafzraph 4: This sentence, which states that the lands are not directed to used <br />adaptive management and the Districts Monitoring Plan is not intended to address adaptive <br />management needs, is confusing. What then is the purpose of undertak-ing monitoring on <br />Cottonwood Ranch? The FERC's order approving the monitoring plan states: "The Districts' <br />plan uses an adaptive management approach to monitor project lands for the benefit of <br />threatened and endangered species." (FERC May 21, 1999). <br />Proposal Section <br />Last parajzraph: Strike this paragraph. My view is that management is occurring on areas <br />throughout the river; the Tech Committee will need to find acceptable sites in the project area <br />that can be included in monitoring and protocol development, but I dont agree that the Districts' <br />lands should necessarily be singled out for these projects. <br />Existing Conditions (Objective 5) Section <br />First 2 paragraphs: There are several references to surveys of plants and wildlife which seem <br />related to baseline types of information, but it needs to be explaind how these species surveys <br />ties in as a"demonstration project" and target species or other species on Coop Agreement <br />interest.
