i
versus wide channels, then we need to address the best study design for answering that question
in advance of collecting more data. Would not the availability of other channel areas throughout
the Platte exist where appropriate studies could be made, or in other words, explain how/if the
study somehow relies on the restoration activity undertaken at Cottonwood Ranch? If it does
not, then it seems more a question of how results of temperature analysis should be incorporated
in river managment.
Other General Comments
The final format might include principle investigators, justification, objectives, detailed methods
or procedures, study area, descriptive work schedule, expected products, and literature.
Throughout the proposal, use the word "will' in place of the word "should,"•and be affirmative in
what this project will do, how it will be done, and the purposes of the demonstration will be.
Introduction Section
Latter part of the first paralzraph. I dont understand the rationale of a 3-year period. Would not
the Program and Technical/Science committee be immediately involved at the program signing
and implementation?
Para2raph 3: We need to explicitly describe the measures and the time frames of restoration so it
is clear how the monitoring protocols relate to those specific mange actions and time frame. As
indicated below, the relationship and rationale of Coop Agreement monitoring to NPPD's
actions and monitoring responsibilities under FERC are essential and should be clarified.
Paragraph 4. Explain that the District's monitoring plan per se does not include protocols, but
that the Districts in the process of developing the protocols to implement their monitoring plan.
Explain how the monitoring carried out with Cooperative Agreement funds differ.
Last sentence, parafzraph 4: This sentence, which states that the lands are not directed to used
adaptive management and the Districts Monitoring Plan is not intended to address adaptive
management needs, is confusing. What then is the purpose of undertak-ing monitoring on
Cottonwood Ranch? The FERC's order approving the monitoring plan states: "The Districts'
plan uses an adaptive management approach to monitor project lands for the benefit of
threatened and endangered species." (FERC May 21, 1999).
Proposal Section
Last parajzraph: Strike this paragraph. My view is that management is occurring on areas
throughout the river; the Tech Committee will need to find acceptable sites in the project area
that can be included in monitoring and protocol development, but I dont agree that the Districts'
lands should necessarily be singled out for these projects.
Existing Conditions (Objective 5) Section
First 2 paragraphs: There are several references to surveys of plants and wildlife which seem
related to baseline types of information, but it needs to be explaind how these species surveys
ties in as a"demonstration project" and target species or other species on Coop Agreement
interest.
