2) Productivity (i.e., nesting and fledge success) estimates may be conducted on <br />all areas, but shall be based at least on subsamples of the nesting population in each <br />bridge segment of the central Platte River between Lexington and Chapman, <br />Nebraska. Monitoring information shall include: a) the total number of nests; b) the <br />total number of fledged birds per nesting pair and causes and numbers of nest and <br />chick loss; and c) elevation of nests above mean sea level. <br />Terms and Conditions (RPM 2): <br />1) All incidences of observed nest inundation on the central Platte River between <br />Lexington and Chapman shall be documented and immediately reported to the <br />Service's Field Office in Grand Island, Nebraska, along with estimates of affected <br />eggs and/or chicks. Specific releases (due to EA water management operations or <br />other significant return of water from the J-2 Return) related to that inundation will be <br />identified and documented so that measures can be considered in the EA Annual <br />Operating Plan and elsewhere to minimize future losses. During the nesting season if <br />terns andlor plovers are present on the river, Program water projects will avoid or <br />minimize deliberate releases of water which, without the augmentation of rainfall, <br />have the potential to result in nest inundation, unless the Service determines flooding <br />and restoration of riverine sandbar habitat to be a greater overall benefit to the <br />ecosystem and the long-term viability of least tern and piping plover populations. <br />This includes any flow, or combination of flows, originating from the EA, Tamarack, <br />or other Program water plan projects or activities, excluding discharges made for <br />reasons of human safety, equipment failure, license requirements, protection of <br />structures and equipment or other contingencies. This provision shall not be <br />construed to modify or supplement or require action by Central beyond the nest <br />inundation-related measures identified in the Incidental Take Statement within the <br />biological opinion for FERC Project Nos. 1417 and 1835 (USFWS 1997). <br />2) All incidences of observed chick and adult mortalities on managed and <br />controlled sand pits, between Lexington and Chapman shall be documented and <br />immediately reported to the Service's Field Office in Grand Island, Nebraska. <br />3) Where practical, an attempt shall be made to salvage specimens of dead least <br />terns or piping plovers when found. Data including date, species, location, condition, <br />likely cause of death, and name and contact information for the collector must <br />accompany the specimen. The Service's Field Office in Grand Island, Nebraska, must <br />be notified within 24 hours following the discovery, and the specimen stored in a <br />frozen state until which time it can be transferred to the Service. If human disturbance <br />is suspected to have played a role in the death of the bird, photographic evidence <br />should be taken, if possible, and the Service's Special Agent in either Lincoln or <br />North Platte, Nebraska, immediately notified. <br />Terms and Conditions (RPM 3):
