PRRIP - ED OFFICE MEMORANDUM <br />status and asked the BCT to review and provide comments on the TAT DBMS azchitecture. As <br />of October 31 st, the ED Office had not received any indication that the BCT had yet obtained or <br />reviewed the TAT work products. As of November 25, 2008 the ED Office has been notified that <br />the BCT has obtained disks containing the DBMS work products but has not yet received the <br />requested status update. <br />iJ1vIQUE QUALIFICATION REVIEW <br />The Program ariginally sought to sole-source the DMBS development to a qualified candidate <br />from a member agency in order to ensure long-term security and continuity in access. T'he <br />original non-competitive selection was awarded to the USFWS TAT because they emerged as <br />the only viable candidate from among the Program's member agencies that demonstrated ability <br />to provide the necessary services. The TAT functioned as the primary USFWS technical <br />applications development team making it necessary to reevaluate USFWS qualifications <br />following the elimination of that group. The ability of the USFWS BCT to continue to provide <br />DBMS development services was evaluated based on their database development experience, <br />resources, and ability to meet budget and schedule. <br />BCT Experience <br />The BCT provided the ED Office with several database examples that have been developed for <br />internal USFWS use. The database examples are not similar in nature or complexity to what the <br />Program will need. T'he ED Office requested that BCT provide additional examples that more <br />closely match Program needs. The BCT has not responded to that request. <br />BCT Resources <br />The BCT indicated that they have sufficient hardware capacity to support this effort. They also <br />indicated that they likely do not have suf?icient developer capacity but do have the ability to add <br />and/or release developers (contract employees) for specific projects. Program staff asked if BCT <br />employs developers that are familiar with the Alfresco content management system that is part of <br />the existing USFWS database architecture. BCT did not respond directly to that question bud did <br />state that they have the experience and ability to continue with the general system architecture. <br />Scope, Budget, and Schedule <br />The BCT has not yet reviewed the existing TAT work products or detailed system architecture <br />and, as such scope, budget, and schedule could not be discussed. <br />Page 2 of 2
