December l, 2007 <br />? Exhibit A <br />Scope of Services <br />Platte River Recovery Implementation Program <br />Executive Director and Staff <br />Task 1. Basic Duties - Maintain the Office of the Executive Director in Central Nebraska (3710 <br />Central Avenue, Suite E, Kearney, Nebraska 68847) and provide the managerial, administrative, <br />and technical assistance required of the Governance Committee to implement the Platte River <br />Recovery Program. <br />Task 2. Specific 2008 Work Plan Items - The Executive Director and staff will perform the <br />following activities: <br />Provide direction and oversight and review wark progress for contract conformance and payment <br />approval for on-going work by contractors and consultants including: <br />• North Platte River Restoration and Enhancement Engineering and Permitting <br />• North Platte River Restoration Field Activities <br />• Water Management Study, Phase I and II <br />• Database Management System Development <br />• 2008 pulse flow modeling and monitoring <br />• Monitoring Whooping Crane Occurrence and Habitat Use <br />• • Lower Platte Stage Change Study <br />Develop or direct development of specific work products: <br />• Develop scope of work for 2008 system-level geomorphic monitoring <br />• Identify gages important to the program <br />• Continued implementation of monitoring protocol and annual reports <br />• Continued Forage Fish monitoring program <br />• Complete Implementation of Forage Fish monitoring protocol <br />• PS-1, Review of existing information <br />• PS-2, Lower Platte River Stage Change Study <br />Provide input and direction as appropriate in the following Program Development areas: <br />• ISAC establishment <br />• Implement peer review effort for geomorphology, t/p, fish protocols <br />• Develop 2009-2011 work plan - potentially including identification and review of <br />models to be used in program <br />• Develop system-level hypothesis testing approach - spatial, temporal, sequencing, and <br />experimental design aspects <br />• Landowner access agreements <br />• Develop priority list of lands for each type of experiment and integrate with other <br />ongoing efforts <br />0 <br />6
