It should also be noted that this extension will have a"ripple effect" on the completion of the Record
of Decision (ROD), which was originally scheduled for completion in December 2004.
III. Environmental Impact Statement
At this time staff has not completed a review of the EIS and a detailed summary will not be provided
here. In general, there are six alternatives: No Action, Governance Committee Scenariol,
Governance Committee Scenario 2, Water Leasing, Wet Meadow, and Water Emphasis. The
primary surprise in the EIS was the delineation of a Governance Committee Scenario 2 alternative.
This is a surprise because to staff's knowledge the Governance Committee made no decision to
advance a Governance Committee Scenario 2.
IV. Recommendation
Staff requested this agenda item to get the Platte River EIS on the Board's "radar screen" and no
action is requested at this time. The Board will be asked their views on how they would like to
comment on the EIS. In addition, the "State of Colorado" will eventually need to consider whether
they will weigh in on the EIS in terms of concurrence or non-concurrence.
