-2- <br />It should also be noted that this extension will have a"ripple effect" on the completion of the Record <br />of Decision (ROD), which was originally scheduled for completion in December 2004. <br />III. Environmental Impact Statement <br />At this time staff has not completed a review of the EIS and a detailed summary will not be provided <br />here. In general, there are six alternatives: No Action, Governance Committee Scenariol, <br />Governance Committee Scenario 2, Water Leasing, Wet Meadow, and Water Emphasis. The <br />primary surprise in the EIS was the delineation of a Governance Committee Scenario 2 alternative. <br />This is a surprise because to staff's knowledge the Governance Committee made no decision to <br />advance a Governance Committee Scenario 2. <br />IV. Recommendation <br />Staff requested this agenda item to get the Platte River EIS on the Board's "radar screen" and no <br />action is requested at this time. The Board will be asked their views on how they would like to <br />comment on the EIS.
