exact acreage served by Bowles No. 1 Reservoir water has not been determined but is
estimated at approximately 400 acres.
The major drainage in the vicinity of the reservoir and service area is Coon Creek, a tributary of
the South Platte River. The general topography is mild rolling hills, generally sloping south
toward Coon Creek and east toward the South Platte River. The surrounding areas are typically
residential, with medium high densities in the newer Grant Ranch area and lower densities in the
adjacent portions of the Town of Bow Mar and other areas to the east on lower Coon Creek. Two
golf courses derive their irrigation water supplies from Bowles No. 1 Reservoir.
The Bowles No. 1 Dam is mostly located in an open area that harbors wildlife in the cottonwood
forest below the dam. This open area is bordered by the Marston Dam and Reservoir on the
north and the Bowles No. 1 Reservoir on the south. The inlet ditch is generally located in public
park areas, but in the area of concern, development has encroached immediately adjacent to the
downhill side of the ditch for a limited length located approximately one-half mile west of the
reservoir.
The service area and general region around the Bowles No. 1 Reservoir is primarily single-family
residential, with limited multi-family and commercial uses. The area is generally developed and
includes dedicated open space, parks and golf courses, with a few low-density parcels still
existing as ranchettes that occasionally undergo redevelopment to higher density levels. The
region is a part of the greater Denver Metropolitan area. Employment is widely diversified. The
economic makeup of the area is generally middle class, with several more affluent enclaves in
the Grant Ranch development and the Town of Bow Mar.
The uses for the water that result in economic benefit to the community are the irrigation of the
privately owned, open to the public Raccoon Creek Golf Course and the publicly owned South
Suburban Golf Course.
PREVIOUS STUDIES
The Company has commissioned two studies of the dam since 2006. In 2006, the
Company commissioned Basepoint Design, a geotechnical engineering firm, to provide an
independent dam safety review and inspection of the Bowles No. 1 Dam. This inspection
verified the deterioration of the Bowles No. 1 Dam upstream slope, and provided
3
