INTRODUCTION - BACKGROUND <br />PURPOSE <br />Bowles No. 1 Reservoir is a water storage reservoir owned and operated by the Joseph W. <br />Bowles Reservoir Company (the Company). Bowles No. 1 Dam and Reservoir is under the <br />jurisdiction of the Cotorado State Engineer's Office (SEO). <br />The purpose of this project is to implement several repairs and improvements to correct <br />dam-safety deficiencies and improve the long-term performance of Bowles No. 1 Dam so <br />that the full storage capacity of Bowles No. 1 Reservoir is preserved. In addition, the <br />deteriorating inlet ditch to Bowles No.1 Reservoir will be rehabilitated to regain its full <br />capacity. The primary concern with the dam is the continual deterioration of the upstream <br />slope developing into near vertical slopes due to inadequate slope protection. Additional <br />improvements include widening the dam crest and installing a toe drain system along the <br />downstream toe. A second component of the project is to reconstruct a section of the inlet <br />ditch that has seen urban development encroach up to the edges of its banks and urban <br />storm runoff discharges have increased causing bank erosion and creating the potential for <br />ditch overflow and damage to adjacent properties. The ditch project is located in an urban <br />area that has allowed cottonwood and willow trees to encroach into the ditch to the point of <br />becoming a threat to the ditch safety should a dying tree fall due to high wind and breach <br />the ditch bank. <br />The primary problem for the dam repairs is access to the dam with construction equipment and <br />materials, and obtaining a source of fill material to use in the dam repairs. The project will <br />ensure continued delivery of water to public and private entities in an urban setting, where the <br />ability to perform such work is getting more difficult every year. The Company intends to <br />reconstruct the Bowles No. 1 Dam to current design standards and eliminate any concern for <br />future storage restrictions due to dam safety concerns. The primary importance for the project is <br />to ensure uninterrupted water supplies for all shareholders, including the parks and golf courses, <br />that are dependent upon the reservoir water supply, and to preserve the storage capacity of the <br />reservoir for recreation, wildlife and neighborhood aesthetics. <br />1 <br />
