Cooperative Agreement No. 99-FC-60-11870 AGREEMENT BETWEEN: DEPARTMENT OF THE INTERIOR, BUREAU OF RECLAMATION (Reclamation); STATES OF COLORADO, NEBRASKA, AND WYOMING (States); AND THE NEBRASKA COMMLTNITY FOUNDATION, A NONPROFIT FOUNDATION (Foundation) FOR ADMINISTRATNE SUPPORT TO THE GOVERNANCE COMMITTEE AND EXECUTNE DIRECTOR FOR THE PLATTE RIVER ENDANGERED SPECIES PARTNERSHIP SECTION A. PURPOSE AND BACKGROUND A.1. PROJECT TITLE: Administrative Support to the Governance Committee and Execurive Directar Established Pursuant to the July 1997 Cooperative Agreement for Platte River Research and Other Efforts (Including the 2006 Program Agreement) Relating to Endangered Species Habitats Along the Central Platte River, Nebraska (references to this effort shall be described as the `July 1997 Agreement')." A.2. BACKGROUND a. A purpose of the July 1997 Agreement is to implement certain activities related to four target species listed as threatened or endangered pursuant to the Endangered Species Act (ESA). The July 1997 Agreement requires that a Governance Committee be established to review, direct and provide oversight for all those activities except National Environmental Policy Act (NEPA) and ESA compliance. The Governance Committee=s general purpose is to establish Land and Water Management Committees and additional committees; serve as arbiter of disputed external peer reviews, allocate funds and other available resources to any of its committees; enter into an agreement for the administration of certain funds; assess accomplishments, implement corrective measures and revise milestones; and develop specific milestones for implementing a program. b. The Executive Director is required under existing agreements with each state to report to and carry out the direction of the Governance Committee and to assist other committees. The responsibilities of the Executive Director are addressed in Exhibit A, Scope of Services, attached to each such agreement. c. The Governance Committee, Executive Director, and other committees require administrative support in order to accomplish the purpose of the July 1997 Agreement. d. The Platte River Implementation Governance Committee, Interim Executive Director, and other committees require administrative support in order to accomplish the purpose of the December 2006 Program Agreement, scheduled to begin January 1, 2007 Page 2 of 32
