may provide technical assistance to the Foundation on an as-needed basis to assist in development <br />of contracts. <br />c. Services to be Provided as a Contracting Agency: The funds budgeted to perform additional <br />professional services, specifically for the Platte River Implementation Program, is amended and <br />shown in Attachment H and the Colorado portion of the budget is increased by up to $24 millian, <br />but the current appropriation and authorization is up $7.8 million and the Wyoming portion of the <br />budget is increased by up to $6 million. <br />B.2. ADMINISTRATION OF CONTRIBUTIONS <br />a. Except as otherwise directed by the Governance Committee, the Foundation will collect all cash <br />contributions received to perform the work required under this Agreement. Except as otherwise <br />directed by the Governance Committee, Contributions requested will reflect each Reclamation and <br />each Party's share of total costs as shown in B.2.g. below. <br />b. Confibutions made by each state shall go into its separate account held by the Foundation. <br />Advances will be made into this account by that state on a periodic (generally quarterly) basis at <br />rates equal to at least that state's share of the Governance Committee's expected obligations for <br />the upcoming period, less any unexpended or unobligated amount remaining from previous <br />advances. At termination of this agreement, any funds remaining in contributian accounts at the <br />time of such termination, except to the extent necessary to cover costs properly incurred prior to <br />such termination, shall be returned to the applicable parties. Such contributions may be invested by <br />the Foundation in money market, certificate of deposit, or other interest guaranteed and insured <br />accounts. Interest earnings from each such investment shall be credited to the applicable state's <br />account to reduce the amount of that state's next quarterly advance. <br />Funds collected for the Platte River Implementation Program will be held in a separate fund titled <br />"Platte River Implementation Program." Contributions to this fund will be provided by <br />Reclamation and the States of Colorado and Wyoming. <br />c. Reclamation's contributions shall go into a separate account held by the Foundation. Advances <br />will be made into this account on a periodic (generally quarterly) basis at rates equal to at least the <br />expected federal shaze of obligations for the upcoming period. Such contributions may be <br />invested by the Foundation in money market, certificate of deposit, or other interest guaranteed <br />and insured accounts. Interest earnings from each such investment shall be credited to <br />Reclamation's account to reduce the amount of the next federal quarterly advance. <br />d. A request for advance or reimbursement form, Standard Form 270 (A.ttachment F) shall be <br />completed by the Foundation each quarter and shall be provided to the Crrants and Cooperative <br />Agreements Officer and to each state. <br />e. Contributions and/or donations, other than those addres'sed above, shall go into accounts held by <br />the Foundation and kept separate from the accounts described in paragraphs b and c. above. <br />f. Disbursements from contribution accounts held by the Foundation shall be made for bills <br />deemed payable in accordance with the Foundation's bookkeeping and accounting practices and <br />approved by the parties to this agreement. <br />g. Disbursements from the Platte River Cooperative Agreement funds shall be made from the <br />parties' accounts in the following proportions: <br />Reclamation: 65.79% <br />Colorado: 15.79% <br />Nebraska: 10.53% <br />Wyoming: 7.89%
