<br />Cooperative Agreement <br />No. 99-FC-60-1 1870 <br />AGREEMENT BETWEEN: <br />DEPARTMENT OF THE INTERIOR; BUREAU OF RECLAMATION (Reclamation); <br />STATES OF COLORADO, NEBRASKA, AND WYOMING (States); <br />AND THE NEBRASKA COMMUNITY FOUNDATION, A NONPROFIT FOUNDATION <br />(Foundation) FOR ADMINISTRATIVE SUPPORT TO THE GOVERNANCE <br />COMMITTEE AND EXECUTIVE DIRECTOR FOR THE PLATTE RIVER <br />ENDANGERED SPECIES PARTNERSHIP <br />SECTION A. PURPOSE AND BACKGROUND <br />A.1. PROJECT TITLE: <br />Administrative Support to the Governance Committee and Executive Director Established Pursuant to the <br />July 1997 Cooperative Agreement for Platte River Research and Other Efforts Relating to Endangered <br />Species Habitats Along the Central Platte River, Nebraska (July 1997 Agreement). <br />A.2. BACKGROUND <br />a. A purpose of the July 1997 Agreement is to implement certain activities related to four target <br />species listed as threatened or endangered pursuant to the Endangered Species Act (ESA). The <br />July 1997 Agreement requires that a Governance Comm'sttee be established to review, direct and <br />provide oveCSight for all those activities except National Environmental Policy Act (NEPA) and <br />ESA compliance. The Governance Committee' s general purpose is to establish Land and Water <br />Management Committees and additional committees; serve as arbiter of disputed external peer <br />reviews, allocate funds and other available resources to any of its committees; enter into an <br />agreement for the administration of certain funds; assess accomplishments, implement corrective <br />measures and revise milestones; and develop specific milestones for implementing a program. <br />b. The Executive Director is required under existing agreements with each state to report to and <br />carry out the direction of the Governance Committee and to assist other committees. The <br />responsibilities of the Executive Director are addressed in Exhibit A, Scope of Services, attached <br />to each such agreement. <br />c. The Governance Committee, Executive Director, and other committees require administrative <br />support in order to accomplish the purpose of the July 1997 Agreement. <br />A.3. PURPOSE AND OBJECTIVE <br />The purpose of the agreement is to establish a finance management process and provide administrative <br />support to aid the Governance Committee, Executive Director and other committees established in <br />accordance with the July 1997 Agreement in executing their responsibilities. All activities of the <br />Foundation under this agreement wili be governed by the provisions of OMB Circular A-110 and <br />applicable laws of the States of Colorado, Nebraska, and Wyoming, inciuding the requirements found in <br />Attachments C, N, and W. <br />A.4.
