This regulated flow is a function of hydrology, water rights, administration, <br />and other basin operations including the effects of storage and conveyance structures. <br />Legally Available Water (AF): the estimated amount of water that could be <br />developed without injury to other water rights. The water must be first physically <br />available, and then the legal restrictions to water must be assessed (e.g., downstream <br />call, reservoir release, etc.) to estimate that portion that is unappropriated. <br />Naturalized Streamflow (AF): the total water supply that would have been available <br />absent of all human intervention (e.g., diversions, storage and releases, return flows, <br />consumptive use). Naturalized streamflow is a primary input dataset to the StateMod <br />model, referred to as "baseflow."
