DRAFT <br />TO: PROSPECTIVE CONSULTANTS <br />Subject: Request for Proposal -Platte River Recovery <br />Implementation Program Lower Platte River Stage Change Study <br />The Governance Committee of the Platte River Recovery Implementation Program (Program) is <br />soliciting proposals to develop a protocol and conduct a stage change study in the lower Platte <br />River, Nebraska. The protocol will be used to define the scope and budget for the stage change <br />study. The stage change study will serve as a tool for the Governance Committee to assist in <br />determining the physical effects of subtly different rates of flow (stage and associated elements) <br />over time on connection, construction, maintenance, and evolution of pallid sturgeon habitat <br />components <br />In responding to this RFP, the Governance Committee requests the following information: <br />Scope of work for completing this project. Prospective consultants should address each <br />task outlined in the preliminary scope provided herein, but may offer a separate section in <br />their proposal suggesting alternatives to the scope provided herein. <br />2. Detailed schedule for completing each task in the preliminary scope. The following are <br />the critical dates for the Governance Committee's prefened schedule for the project: <br />DATE Completed protocol draft for Governance Committee review <br />DATE Final Protocol with Notice to Proceed with data collection <br />(need date) Complete the study as defined in the Scope of Work, provided <br />herein. <br />Question to the ;roup -- thcre is currcntly $200K far 2007 work. This is essentially one- <br />thi2•d oi?the estimated budget needed (total of $600K iii AMP budget for t11is task). Is this RFP <br />for the entire tlzree- year project or just for this one year? I would sugtiest that it be for the entire <br />effoi-t. Consultant should detail a complete budget needed for entire scope af work to be finished <br />not just first year_ Detail the funding, on ail annual basis for extent of the pro'lect period. <br />Prospective consultants should address their capability to comply with the above <br />schedule - depending on the answer to the cLuestion above, this could include annual <br />update t-eports with the final report due at the end of year tllree?. Antiual progress reports <br />followed by a final draft and approved report should be required as part of the scopc of <br />woi-k. If it is deemed that the above critical dates should be revised, prospective <br />consultants should offer alternative schedules describing the logic and reasons for the <br />alternative. <br />L°*°l'°d °* r^* *^ exceed pr-oposal *^ eomplete *?,° pr-ojeet.-The pr-iee-proposal should <br />identify 4e-all costs and hours allocated for each task in the scope of work and the total <br />cost for the study. (See page 5 of this request for proposal.) Hourly rates and <br />reimbursable expenses sehedules the proposing firm and any sub-consultants must be <br />attached to the detailed price proposal. The contract will be awarded on a cost not to <br />exceed basis for the total budget.
