. <br />5.2 ANNUAL OPERATIONS AND MAINTENANCE COSTS <br />Annual operations and maintenance costs will be provided by the Department of Interior through <br />the U.S. Fish and Wildlife Service and the U.S. Bureau of Reclamation. <br />5.3 CAPITAL FUNDS <br />Capital funds are needed through Congressional appropriations for land and water acquisition <br />and initial habitat development on cleared land. Revenue accruing in the Land and Water <br />Conservation Fund may be a source of capital funds. [Discussions of other sources] <br />The estimated capital costs associated with terrestrial habitat development are: <br />Land acquisition $26,750,000 <br />Habitat development $ 1,500.000 <br />$28,250,000 <br />There are no estimates available at this time for water acquisition costs for the reasons stated <br />in Section 4:3.2. <br />5.4 ADMINISTRATION OF PROGRAM FUNDS <br />All identified funds will be used in accordance with the priorities established in the Program <br />under an annual work plan prepared by the Conservation Committee. The Committee will <br />recommend priorities and oversee spending and allocation of all Program funds. <br />44
