i
2.2.3 Water Acquisition Process
The process of obtaining water for habitat will include the followinclr tasks:
1. Evaluation of potential water sources.
2. Tdentification of feasible sources.
3. Acquisition of water.
These tasks are described in more detail below.
1. Evaluation 'of potential water sources. This task will include identification and
evaluation of all potential sources of water. The evaluation will include identification of the
technical feasibility of obtaining water from a specific source, estimated yield in terms of
both timing and quantity of water, costs, and identification of legal and institutional
constraints. The evaluation will identify the legal and institutional actions that would have
to be taken to eliminate the constraints, and assess the feasibility of implementing those
' changes, with input from Program participants.
2. Identification of feasible sources. The sources of water that are technically, financially,
legally, and institutionally feasible will be identified and prioritized. Detailed acquisition
plans will be developed that identify all requirements and needs for acquiring water,
including costs, construction, contracting, and NEPA compliance.
3. Acquisition of water. Program funding will be directed to implementation of water
acquisition activities on a priority basis.
14
