? <br />? <br />5. Program Management <br />6. Section 7 Consultation <br />Ea.ch of the Program elements are described in this section. Implementation of the elemen;s will <br />be guided by the foliowing principles: <br />1. All parties will work diligently to achieve the purpose and goals of the Program. <br />2. Land and water use rights will be acquired exclusively on a willing seller or other <br />voluntary basis. <br />3. Land and water acquired by any other parties that provides for habitat conservation and <br />maintenance within the scope of the Program objectives will be counted towards <br />achieving the land and water management objectives of this Program. <br />4. Both terrestrial and aquatic components of threatened and endangered species' habitats <br />are essential for recovery and conservation. - -- <br />5. The Program will achieve habitat goals through enhancement and maintenance of <br />terrestrial components of threatened and endangered species' habitats, to the extent <br />feasible, so as to make most effective use of water needed for habitat. <br />6. The Progzam will promote and implement, to the extent feasible, effective and efficient <br />water use practices throughout ti?e basin. <br />7. The Program will acquire water for endangererl species habitat on an equitable basis <br />from within all three states. <br />8. All Program elements will be implemented as effectively and efficiently as possible, in <br />accordance with sound business management practices. <br />6
