Establish a New Federal Public Corparation <br />A new federaily chartered non-profit corporation, similar to NFWF or the <br />Presidio Trust, could be created. 5uch an effort would require federai <br />authorizing legislatian, but could create an entity tailared to the specific <br />circurxtstances of the Platte River Recovery Implementation Program. A <br />baard of directors could gavern the new federal public corporation with <br />representative membership and appointment procedures tailored to the <br />Program. A contract between the new corporation and the Program <br />signatvries could assign the corporation whatever role is desired, including <br />holding interests in land, negotiating land deals, rnanaging land, and <br />contracting with other organizations to accomplish implementation <br />objectives. <br />Advantages <br />1. A new organization could be taiiared to the specifics of the Program <br />and federal, state and stakeholder interests could all be involved. <br />2. Could have a single purpose orientation <br />3. Could be constructed to have significant local involvement if desired. <br />4. No history or preconceived notions to overcQme <br />5. Federal and state agencies have a history of working with this type of <br />oxganization. <br />6. Can engage in fundraising activities ta suppiement government tunds. <br />7. L'zability issues can be addressed legislatively. <br />Disadvantages <br />1. Requires establishing a new organization and specific Eederal <br />authorizing legisiation for zts creation. <br />2. A new organization has no staff, operating history or relationships <br />with other conservation or management organizations. <br />3_ The relationship to the federal government maV invite suspicion that <br />federal goals will be given greater weight than concerns of other <br />participants. <br />4.
