Box 1019 <br />Walden, CO 80480 <br />Dear Mr. Crowder: <br />It is my understanding that Ted Kowalski from the State of Colorado recently spoke with Carl <br />Trick regarding Mr. Kowalski's letter of May 14, 2007 regarding SPWRAP and Recovery <br />agreements. Apparently, Mr. Trick has requested a second letter from the State and SPWRAP <br />that describes Jackson County's depletions plan and the inherent limitations in that plan, with <br />more speciftcity. Mr. Kowalski sent a second letter on May 25, 2007 which included an <br />attachment with Colorado's depletions plan and Jackson County's depletions plan on pages 7-9. <br />SPWRAP concurs with the State's explanation of the Jackson County depletions plan under the <br />Platte River Recovery Program. <br />If you have any further questions do not hesitate to contact either Mr. Kowalski or myself. <br />Sincerely, <br />`-6 <br />Kevin Ur' <br />Acting Executive Director <br />SPWRAP <br />cc: Carl Trick, CWCB member <br />Ted Kowalski, State of Colorado
