You will recall that you <br />• recommended that DNR enter into this MOU with SPWRAP at your July 2006 Board meeting. This <br />MOU establishes an Operating, Committee to make recommendations on how the State should <br />satisf_y its water obligations, atnong other things. SPWRAP obtains its funds from its water users. <br />Any entity within Colorado that seeks to voluntarily participate in the Program, in order to receive <br />stceamlined coverage under the Endangered Species Act, is required to join SPWRAP.
