INTRODUCTION <br />Since the last RRC/EAC meeting, the three States and the U.S. Departmcnt of the Interior have <br />continued implementing the Platte River Endangered Species Recovery Implementation Program <br />Agreernent ("the Program"), which began on January 1, 2007. <br />Please see the following information in support of the RRC and EAC meetings for the Program. <br />In preparing the information I continued to focus my efforts on the South Platte River and <br />selected data, which I believe is the most relevant for the RCC. As always, I have also included <br />a number of Internet Sites, which people can acccss for additional information and up-to-date <br />information over the next several months. As the State of Colorado is working to have the <br />in&astructure in place to retime up to 5,000 acre-feet of water at this time next year, the fall 2008 <br />(and/or possibly the spring 2009) report may look substantially different than this report, <br />depending in part on how the EA manager would like to work with Colorado to revamp this <br />annual report. <br />H. WATER SUPPLY OUTLOOK <br />Stream Flow <br />I have attached several graphs of historic and current (March 2008) flow information for the <br />South Platte River at Kersey and Julesburg. Of note, on the first table, the streamflows at Kersey <br />are substantially lower than this time last year, but approximately about average. The flows at <br />Julesburg are higher than this time (ast year, but much lower than the long-term average flows at <br />Julesburg. (See pages 3-8). With the entire State above average for Snowpack and the South <br />Platte Basin slightly above average, we are expecting a slightly higher than average runoff. In <br />addition, most of the reservoirs are a better position than over the last several years. <br />Reservoir Storage <br />A summary of the status of select reservoir storage and reservoir capacity is provided in the <br />attachments, pages 9-12.
