Fischer <br />Executive Director <br />Colorado River Water Conservation District <br />201 Centennial Street, Suite 204 <br />Glenwood Springs, CO 81602 <br />Dear Mr. Fischer: <br />We are pleased to submit herewith our final report for the Yampa River Basin <br />Recommended Alternative Detailed Feasibility Study. Our report describes in detail the <br />activities undertaken and conclusions reached over the course of the Study. The report <br />document includes an Executive Summary and several technical appendices. <br /> <br />1 <br />1 <br />1 <br /> <br />The Study examined geotechnical engineering and preliminary design issues associated <br />with enlarging the existing Elkhead Reservoir, explored potential operating plans for the <br />enlarged reservoir, and provided preliminary biological and environmental assessments of the <br />enlargement project. Among the reservoir operations considered were the delivery of water to <br />existing and future consumptive uses and releases to supplement instream flows in river reaches <br />designated as critical habitat for endangered Colorado River fishes. We believe these analyses <br />provide the foundation needed to move ahead with the enlargement of the reservoir and the <br />development of an integrated water management plan for the Yampa River basin. <br />We wish to express our appreciation for having had the opportunity to perform the Study <br />and for the excellent guidance provided by the District's Project Manager, Mr. Ray Tenney. <br />We also benefited from the oversight of the Study's Technical Steering Group and obtained <br />invaluable assistance from our subcontractors, Doug Laiho of Muller Engineering, Bill Miller <br />of Miller Ecological Consultants, Warren Keammerer of Keammerer Ecological Consultants, <br />and Rich Tocher of Woodward-Clyde Consultants. <br />We have thoroughly enjoyed our involvement in this interesting and important work and <br />look forward to assisting the District in its future activities related to Yampa River basin water <br />management. <br />r <br />r <br />t <br />1 <br />r <br />Sincerely, <br />Hydrosphere <br />by: <br />Charles M.
