Preferred low flows <br />are the least depth at which the activity can be participated in safely <br />_- is shown as "B" on the graph. Safety values are somewhat arbitrary <br />because they depend upon experience and skill of the recreationist. In <br />this context, it is assumed that it is an average figure, and that up to <br />50 percent of the potential-participants will fend depths between "A" <br />and "B" usable.
