1 <br />1 <br />1 <br />1 <br />1 <br />1 <br />1 <br />t <br />in excess of the capacity of the Orchard Mesa Power Plant through the 15-Mile Reach <br />to a municipal recreation facility near Fruita. <br />1.2.2 Spring Peak Enhancement <br />Coordinated Reservoir Operations for the Colorado River program (CROP) is a voluntary <br />program that coordinates operations and bypasses of water from various water facilities to <br />enhance flows to the 15-Mile Reach during the peak spring runoff period. The Recovery <br />Program implemented CROP in 1997 and augmented spring peak flows by approximately 2,000 <br />cfs in that year; in 1998, CROP added approximately 2,400 cfs to the peak and in 1999 an <br />estimated 2,500 cfs was added to the peak (Smith and Wilson, 1999). No CROP activities were <br />conducted in 2000 because of the low snow pack, although a peak in the range 17,000 cfs did <br />occur because of the rapid snowmelt. <br />p:\data\gen\Ocwcb\18133\report\phase-1\chap-1.doc 1-5
