This alternative will not be further <br />investigated in Phase 2 as a stand-alone alternative; it will, however, be further <br />' considered as a component of Alternative 1, Expanded Coordinated Reservoir <br />Operations. <br />1 • Alternative 5c: Grand Valley Power Plant. This alternative will not be further <br />investigated in Phase 2. <br />• Alternative 6a: Insurance Pool. This alternative will not be further investigated as a <br />' stand-alone alternative in Phase 2 but will be further investigated in Phase 2 as part of <br />Alternative 1, Expanded Coordinated Reservoir Operations. <br />• Alternative 6b: Obtain Historic Irrigation Consumptive Use Credits. This <br />alternative will not be further investigated in Phase 2. <br />Chapter 3 lists and discusses the reasons for why alternatives were included or not included for <br />further study in Phase 2. <br />' In addition to recommendations for specific alternatives to be further investigated, recommenda- <br />tions for several policy matters to be considered and analyzed in Phase 2 are presented. These <br />recommendations include policies that would provide incentives for participants contributing to <br />the average annual 20,000 acre-feet target.
