This <br />alternative will not be further investigated in Phase 2. <br />Chapter 3 lists and discusses the reasons for why alternatives were included or not included for <br />further study in Phase 2. <br />' In addition to recommendations for specific alternatives to be further investigated, recommenda- <br />tions for several policy matters to be considered and analyzed in Phase 2 are presented. These <br />recommendations include policies that would provide incentives for participants contributing to <br />the average annual 20,000 acre-feet target.
