Of the study's <br />two approaches to apportioning the regional impacts to the tribal economies-one on the basis of <br />population and the other on the basis of employment shares-the latter tends to underestimate <br />the economic consequences because tribal economies generally have a below-average level of <br />economic activity. <br />Under the WF scenario, the present value of output changes in the tribal economy due to fish <br />considerations is -$18.49 million (twenty-nine percent of that of the Four Corners region). <br />vu <br />1
