Blocks 1 through 8 received a Biological Opinion on October 26, <br />1991, and a Reasonable and Prudent Alternative (RPA) was formulated to allow the project to <br />proceed and not cause jeopardy to the fish. To date blocks 1-7 have been completed and were <br />assumed to be included in the BEA projections. Block 8, which represents an additional 31,866 <br />acre-feet per year (AF/yr) of consumptive use is expected to be operational by 1997. Blocks 9- <br />11 are expected to go under consultation for the remaining 82,202 AF/yr by 1998. Assuming a <br />favorable outcome, construction should commence in 1999 and withdrawals could begin by the <br />year 2000. Depletion figures and start dates are provided in Table 4-A-1. <br />Animas-La Plata <br />The Proposed Animas-La Plata (ALP) project was authorized by the Colorado River Basin <br />Project Act of September 30, 1968 as a participating project of the Colorado River Storage <br />Project Act of April 11, 1956. The project would provide water diverted from the Animas and <br />La Plata rivers for Agricultural and M&I purposes on tribal and non-tribal lands in northwestern <br />New Mexico and southern Colorado. The project consists of a federally financed portion (Phase <br />I, Stages A and B) and a portion (Phase II) to be entirely funded by non-federal sources. <br />Phase I, Stage A has completed Section 7 consultation. Construction of Stage A is expected to <br />start in 1996 and provide 80,100 AF/yr of municipal and industrial water by the year 2003. The <br />Bureau of Reclamation is expected to re-initiate consultation on Stage B of Phase I and Phase II <br />in late 1999. Upon completion of the Biological Assessment, it is assumed that construction of <br />Stage B will start in the year 1999 and that water deliveries to agricultural enterprises will begin <br />by 2005. <br />26 <br />
