ACKNOWLEDGEMENTS
This work was conducted under the auspices of the Water Resources Analysis
Project (WRAP), Office of Biological Services, U.S. Fish and Wildlife Service,
Washington, D.C. The (WRAP) Project Leader is Dr. Harvey D. Doerksen. Dr.
Clair B. Stalnaker is the Group Leader of the Instream Flow and Aquatic Systems
Group and the Project Officer for this effort. The author appreciates the
assistance and patience of these two gentlemen during the preparation of this
manuscript.
This document could not have covered the range of subjects that it does
without the contributions of a number of professionals associated with the
Instream Flow Group. Dr. Robert T. Milhous was a major contributor to the
chapter on hydrology and channel dynamics. Dr. Timothy J. Hardin helped
develop the concepts relating habitat and population dynamics and was
primarily responsible for developing habitat relationships among life stages.
Mr. Howard Reese, U.S. Army Corps of Engineers, contributed the section
describing how reservoirs are operated. Dr. Ken Voos provided much of the
section on criteria development, and Mr. David L. Wegner, U.S. Bureau of
Reclamation, contributed to the discussion of habitat improvements. I'm also
indebted to Ms. Jennifer Shoemaker, who was responsible for the graphics;
Ms. Cathy Short, who edited this manuscript several times, and our typists,
Ms. Connie Snelling and Ms. Madeline Sieverin.
This information paper has undergone extensive internal and external
review, which has resulted in a much improved product. Reviewing can often be
a very unrewarding task, and I greatly appreciate those persons who took the
time to read and comment on the manuscript:
1. Dr. Eric Bergersen, Colorado State University, Ft. Collins,
Col orado;
2. Dr. Harry Coulombe, Western Energy and Land Use Team (WELUT),
U.S. Fish and Wildlife Service, Ft. Collins, Colorado;
3. Mr. Johnie Crance, WELUT;
4. Mr. Richard Fisher, WELUT;
5. Mr. Thom Hardy, University of Nevada, Las Vegas, Nevada;
6. Dr. Lowell Keup, U.S. Environmental Protection Agency (assigned
to WELUT);
7. Dr. Robert T. Milhous, WELUT;
8. Dr. Berton L. Lamb, WELUT;
9. Dr. Clair B. Stalnaker, WELUT;
10. Mr. Jim Terrell, WELUT;
xix
