. {..' 7 <br />The "pristine" or "pre-development" flows at Cisco were estimated by <br />averaging annual flows for-the period 1906-1940. Green Mountain Reservoir, <br />on the Blue River (a tributary to the Colorado), was constructed about <br />1942, and other projects soon followed. The predeveloprnent flows were <br />therefore estimated to be about 6.7 million acre-feet per year. <br />Present flows at Cisco were estimated by averaging annual flows for the <br />period 1960-1978. This figure was 4.4 million acre-feet per year. <br />y <br />The average annual depletion was computed to be the difference of pre- <br />development and present flows, or 2.3 million acre-feet. <br />The mitigation ratio for the project was then calculated as: <br />Project Water Depletion = 57,000 acre=feet~er year = 2.5q <br />Present Depletion at Cisco 2.3~million acre-feet per yr, <br />Windy Gap's proportionate share of the cost of the water management plan was <br />2.5q X$20,000,000 = $500,000 <br />.. ~ <br />The Northern Colorado Water Conservancy District (sponsors of Windy Gap) <br />agreed to contribute $450,000 for research and $100,000 for habitat manipu- <br />`, ~~ ~`~,~~lation. In addition, approximately 11,000 acre-feet of additional bypasses <br />,, <br />"~~' `h'~ of water from the project were considered as part of the mitigation package, <br />~~ ~ ~' <br />~'~ ~~~,~~k_ ,,~ , .. <br />~';> \;~~~' even though the bypasses were negotiated by Colorado Division of Wildlife <br />~ r~ for trout fishery purposes.
