It is <br />~ ,; <br />~~, <br />quite likely that eventually this will occur, so it is my recommendation <br />that in every consultation meeting, it is emphasized by Fish and L~Jild- <br />life personnel that projects are analyzed on an individual basis and <br />that the Service's new strategy does not guarantee a non-jeopardy opinion. <br />By establishing a high degree of"professionalism and objectivity and by <br />standing firm when the real survival of the fish are at stake, the <br />Service can probably weather any public criticism. It would be more <br />detrimental to have the public believing that any project can "buy" its <br />way out of a jeopardy opinion, regardless of the true consequences to <br />the endangered species. <br />PART II. Basin-Wide Management Plan <br />Once the local major impacts are corrected, the second question of <br />jeopardy should be answered, namely "Will the project significantly <br />decrease the liklihood of recovery of the species?" .This question <br />encompasses the overall basin-wide manage~~~ent objectives of the Service, <br />aimed at recovering the species <br />One point should be emphasized over <br />. _~ <br />
