16 <br />to partially offsetting factors: <br />(1) If inflation is neglected between adjustments, it means the <br />formulas underestimate costs. <br />(2) If water depletions for approved projects are not added to <br />"current depletion" figure in formula, then the formulas will <br />overestimate costs. This helps to compensate for inflation <br />factor. <br />G <br />(3) By using total cost of conservation plan in formula, instead <br />of amount remaining to be funded, the negative effects of <br />the inflation factor are once again partially offset. <br />In my opinion, this new approach to Section 7 consultations in the basin has <br />merit, but it could easily be misused or misunderstood. The approach will <br />not solve all problems in the basin; it was never developed with such a goal <br />in mind.
