to partially offsetting factors:
(1) If inflation is neglected between adjustments, it means the
formulas underestimate costs.
(2) If water depletions for approved projects are not added to
"current depletion" figure in formula, then the formulas will
overestimate costs. This helps to compensate for inflation
factor.

(3) By using total cost of conservation plan in formula, instead
of amount remaining to be funded, the negative effects of
the inflation factor are once again partially offset.
In my opinion, this new approach to Section 7 consultations in the basin has
merit, but it could easily be misused or misunderstood. The approach will
not solve all problems in the basin; it was never developed with such a goal
in mind. Hopefully, consistency in applying the methodology will soon
develop.
