1 <br />1 <br />BACKGROUND <br />' Physical Setting <br />The CRB encompasses about 632,000 km2 in portions of seven western states and <br />' Mexico (Figure 1; Wegner 1989). The basin is divided into upper (UCR$} and lower <br />(LCRB) ~rtions to facilitate fair allocation of CRB water supplies.
