BACKGROUND
' Physical Setting
The CRB encompasses about 632,000 km2 in portions of seven western states and
' Mexico (Figure 1; Wegner 1989). The basin is divided into upper (UCR$} and lower
(LCRB) ~rtions to facilitate fair allocation of CRB water supplies. Technically, the
' division of upper and lower basins is located near Lees Ferry, Arizona, but for practical
reasons Glen Canyon Dam is often considered the boundary between the upper and lower
watersheds, a convention we follow in this report.
