HARVEY <br />Ed Harvey joined BBC Research F~ Consulting in 1973 and has served as a Managing Director of <br />the firm since 1989. Among other responsibilities, he leads the resource economics practice, devoting <br />the bulk of his career to analyzing socioeconomic and community change in the Western US During <br />his 23-year career, Harvey has worked extensively throughout all regions of Colorado, as well as in <br />Arizona, California, New Mexico, Wyoming, Texas and other states. Harvey has directed BBC's <br />socioeconomic evaluations for a number of EIS's and EA's, including the Denver System-wide EIS <br />in the 1980s and, most recently, the EA for construction activities at Fitzsimmons Army Medical <br />Center. Harvey has directed more than 100 assignments related to socioeconomic baseline studies, <br />impact analyses or mitigation strategies. <br />RELEVANT PROJECT EXPERIENCE <br />• Denver System-wide EIS (Two Forks Project). Directed the BBC role as the economic <br />subcontractor in the Denver area system-wide EIS for the U.S. Army Corps of <br />Engineers. Forecast demand, examined effects of purchase of agricultural water rights, <br />explored strategies and potential effects of municipal conservation measures. Mr. <br />Harvey lead BBC's intense public participation role. <br />Collbran Project Facility Transfer Analyses. Directed economic and financial analysis <br />of benefits, costs and risks of transferring the Collbran project into the hands of the Ute <br />and Collbran Districts. Examined other alternative institutional changes ranging from <br />new contracts to partial transfer of certain facilities. Played a key role in drafting <br />legislation, responding to Congressional Budget Office issues, and developing support <br />for the proposal from the public power community. Established agreement on value <br />and terms with the Bureau. Proposal is still under Congressional consideration. <br />WAPA Post-'89 Marketing Criteria Fro. Directed two studies of the economic impacts <br />of the Post-'89 Marketing Criteria for the Western Area Power Administration as part <br />of an Environmental Assessment. Economic impact area included northern Colorado, <br />Wyoming, Kansas and Nebraska. <br />Grand Junction Air Quality Standards. Harvey directed a National Park Service and <br />Colorado Department of Health study to perform economic analyses related to <br />secondary impacts of new air quality standards on the Grand Junction area. This <br />assignment projected the local economic and financial impacts of potential re- <br />designation of the Colorado National Monument and a PM10 standard in the Grand <br />junction area. <br />• Water Basin Planning Studies. Directed economic and financial elements of Cache la <br />Poudre and Fraser River Basin Studies for the Colorado Water Resources and Power <br />Development Authority.
