42 <br />3) Examine the feasibility of other options for obtaining water (RAP item <br />1.E). When examining the feasibility, the RIP may want to: a) investigate <br />the feasibility and quantify potential water availability through <br />modernization of delivery systems (canals) in the Duchesne basin with thE~ <br />intent that conserved water should be provided for endangered fish needs <br />in the lower Duchesne; b) investigate and quantify water conservation th-~Z <br />may accrue through the Natural Resources Conservation Service, on-farm <br />improvement program; c) quantify potential reductions in consumptive use <br />by agricultural diversions through projects such as piped laterals, and/or <br />conversion to sprinkler or drip irrigation systems; d) investigate and <br />quantify potential water availability through purchase or lease from <br />willing sellers; and e) all other feasible options that become available. <br />Any water made available would then need to be protected consistent with <br />State water law for delivery to and through endangered fishes habitats. <br />4) Determine if effects from low flows in the Duchesne River can be <br />ameliorated by improving physical habitats in the lower river. The RIP <br />will consider investigating the feasibility of, and if feasible, design <br />and construct channel/habitat improvement structures to increase sinuosity <br />in the lower 2.5 miles of the Duchesne River. The RIP will also <br />investigate the feasibility of and, if feasible, design and construct <br />flooded bottomland habitats in the lower 2.5 miles of the Duchesne River. <br />Any habitat improvements recommended on tribal trust lands can only go <br />forward with the consent of the Ute Tribe. <br />Green River Action Plan: Mainstem <br />I.A.3.a Operate Flaming Gorge Dam pursuant to the Biological Opinion to <br />provide summer and fall flows. <br />This RIP RAP item is to provide Summer/Fall releases from Flaming Gorge <br />Dam and has been implemented/on-going. <br />I.A.3.b Operate Flaming Gorge Dam to supply winter and spring test flows for <br />research purposes. <br />This item has been completed. A synthesis report is now being prepared <br />for the updated biological opinion for the operation of Flaming Gorge Dam. <br />That biological opinion will address any additional elements of an <br />reasonable and prudent alternative regarding future operations of Flaming <br />Gorge Dam. <br />
