FINAL
ENVIRONMENTAL IMPACT STATEMENT
GRAND VALLEY UNIT, STAGE TWO
COLORADO RIVER BASIN SALINITY CONTROL PROJECT
MESA COUNTY, COLORADO
Prepared by the: In
U.S. Department of the Interior
Bureau of Reclamation
Upper Colorado Region
cooperation with the:
U.S. Department of Agriculture,
Soil Conservation Service
U.S. Department of the Interior,
Fish and Wildlife Service
U.S. Environmental Protection
Agency
This Final Environmental Impact Statement (FEIS) describes alterna-
tives for the construction and operation of the Grand Valley Unit, which
was authorized for construction by the Colorado River Basin Salinity
Control Act of 1974 (Public Law 93-320).
Public Law 98-569 (October 1984) amended Title II provisions and
provided for replacing incidental fish and wildlife values foregone,
. using pipe laterals, and reimbursing non-Federal entities for operation
and maintenance costs that exceed those that would have been incurred in
the thorough and timely operation and maintenance of the system without
unit development.
The alternatives consist of lining or placing in pipe irrigation
canals and laterals to reduce seepage and consequently the amount of
water that moves through the saline substrata and picks up salt. Major
impacts of the alternatives include reduction of salinity in the Colo-
rado River, improving the efficiency of irrigation systems, and reducing
wetlands associated with seepage from canals and laterals. The no-action
alternative is also described and used as a base to compare unit impacts.
This FEIS fulfills the requirements of Executive Order 11988 (Flood-
plain Management) and Executive Order 11990 (Protection of Wetlands).
For further information regarding the FEIS, please contact the
Regional Environmental Officer, Upper Colorado Region, iJ.S. Bureau of
Reclamation, P.0.
