Step 3. Determinatio~a of Potential Conflicts. When Step 1 is <br />• completed, determine whether full development of Colorado's compact <br />apportionments presents a conflict with the protection of instream flows for <br />the benefit of fish in the 15-mile Reach and the Yampa. <br />Step 4. Juniper-Cross Conversion Determination. Determine <br />whether or not the conversion of the Juniper-Cross Mountain water rights to <br />instream flow rights for the fish present an unavoidable impediment to full <br />development of Colorado's compact apportionment. <br />Upon reflection, the group recognized that these steps intertwined the interim and <br />permanent resolution of the potential conflicts between compact development and flow protection. <br />The group then developed Chart 3.3.2. in an attempt to better distinguish between steps toward <br />interim and long-term resolution of such conflicts. Step 2 is shown on this chart as a step towards <br />an interim resolution and additional steps alon this track were su ested• while Ste 3 and 4 <br />g gg ps <br />were shown on the chart as steps toward along-term resolution. In subsequent sessions, the <br />group generated a suite of strategies that further elaborate on all of these steps. These steps and <br />their organization between interim and long-term flow protection are discussed in the next section. <br />In addition, the group also identified and agreed upon certain other specific actions to be taken by <br />members within suggested timeframes, to ensure timely action on understandings achieved in <br />plenary dialogue (CPPSC, 4/6/92, p. 1-2). <br />3.4.
