C <br />will be used in the decision of whether to issue a Section 404 <br />permit for the proposed action. <br />2.08 As part of the EIS process, the Corps of Engineers and the <br />WWDC will hold joint public hearing(s)/meeting(s) to receive <br />comments-and to answer questions concerning the EIS, and also to <br />record concerns related to the proposed Section 404 permit. Such <br />meeting(s) will take place approximately 30 days following <br />release of the draft EIS to the general public. Of particular <br />concern will be those comments, if any, relating to the public <br />benefit of the proposed action. The EIS will be one of the key <br />elements used by .the Corps of Engineers in arriving at its permit <br />decision. <br />2.09 The Corps is aware that the majority of the applicant's <br />need for the project and, therefore, its major justification, is <br />based on fu[ure, unknown development within the Little Snake <br />River basin. However, rather than speculate on public opinion <br />related to this stated need, it is proposed to allow the public <br />interest review of the permitting process to be a major factor in <br />the need and acceptability of the project from a Federal <br />perspective. <br />NEED FOR WATER <br />WATER SUPPLY AND USE <br />2.10 The Little Snake River basin is one <br />Wyoming where unused and unappropriated <br />of the drainages in <br />water (approximately <br />r~ <br />~J <br />2-4 <br />
