• <br />2 - PURPOSE AND NEED FOR ACTION <br />APPLICANT'S PURPOSE <br />2.01 The Wyoming Water Development Commission (WWDC) is <br />responsible for statewide water and related resource planning and <br />development. The WWDC has been investigating alternatives <br />capable of developing a portion of Wyoming's share of the flow of <br />the Little Snake River (figure 2-1) under the provisions of the <br />Upper Colorado River Basin Compact. Much of the water in the <br />Little Snake River basin is currently unappropriated and <br />undeveloped. <br />2.02 In 1984, the Wyoming legislature enacted legislation <br />(W.S. 41-2-121) to offset depletions to the Little Snake River <br />due to the construction of the Cheyenne Water Supply System <br />Stages I and II transbasin diversion projects. The legislation <br />called for storage in the Little Snake River basin that would <br />provide at least 10,000 acre-feet of water for use in the Savery <br />Creek drainage and 50,000 acre-feet of water for use in the <br />Little Snake drainage. The legislation also provided the signal <br />that this storage would be in place prior to the construction of <br />the Cheyenne Water Supply System Stage III transbasin diversion <br />project. The state water plan calls for a phased development for <br />the North Platte as follows: <br />1. Deer Creek Project <br />2. Seminoe Enlargement <br />r~ <br />2-1 <br />
