as an inducement for landowners to enroll. If this approach is to be pursued, it <br />will be necessary to identify the required management prescriptions, figure out <br />what their economic implications are for landowners, and then determine what <br />level of benefits must be provided under the program to induce landowners to <br />participate. <br />A number of important questions not addressed in the above summary remain. <br />These include: <br />1. How long must lands be enrolled in the program to be eligible for <br />benefits? Permanently? For some uniform number of years (10, 20, 30, <br />etc.)? For some minimum number of years? <br />2. What happens if an enrolled landowner fails to carry out his obligations <br />or sells the land? Should he or she be required to refund prior payments <br />with interest? Pay a penalty? <br />3. Is it possible to compensate enrolled lands differently, based on their <br />particular values? For example, should lands in key areas be eligible <br />to participate on more favorable terms than lands elsewhere? Should <br />lands with endangered plants or intact pine/wiregrass habitat be eligible to <br />participate on more favorable terms? <br />Such questions are important and must ultimately be addressed. <br />25 <br />
